This is BusterBalloonGuy, who has a serious thing for inflatable party toys, especially huge black ones. In this video he's dressed in rubber covering nearly every inch of flesh (like Rouge from The X-Men) and jerking off while blowing up an enormous matching balloon. Of course, as soon as it pops, he blows his load all over the place. He gets extra points for playing a fierce Roisin Murphy remix while wanking and for being just crazy enough to be interesting but not a danger to himself or anyone.
